1. Building Services: NS Engineering Associates provides electrical mechanical installation design and construction supervision services for a wide range of buildings and factories. We are cognizant of new innovations in technology and the need to keep pace with the state of the art trends in this fast changing area. Environmental Audits: NS Engineering Associates provides an initial environmental review and auditing service to clients who wish to have their environmental management and monitoring programs critically appraised for relevance, comprehensiveness and credibility.  We undertake environmental auditing assignments as part of a team to complement technical and safety auditors, or solely in the case of environmental reviews of small projects. Norbert is an Electrical Engineer by profession with specific bias in Power systems, holder of a BSc. Eng. (honours), an MSc. Eng. degree in Electrical Engineering and an MBA (Finance) degree, all from Makerere University, Kampala. He also holds a Postgraduate Diploma in Electric Power Distribution Systems from the Norwegian University of Science and Technology (NTNU), Trondheim, Norway.

With over 25 years working experience, he served in various capacities in the Uganda Electricity Board, Norplan AS Consulting Engineers and Planners and worked in Oslo as Senior Consultant and Uganda as Senior Consultant Engineer; Manager of the Power and Renewable Energy Division. He also worked for the Electricity Regulatory Authority, as the Director, Technical Regulation. He is currently the Managing Director/Lead Consultant of NS Engineering Associates Ltd, providing Electrical Engineering and Management Consultancy Services. Consultancy Services to Carry Out the Study on Connection Material Specifications, Design and Connection Costs. The study aimed at optimizing electricity connection designs, material specifications, and costs in Uganda. This initiative, aligning with ERA's triennial review mandate, involved evaluating existing standards, assessing new technologies, engaging with licensed distributors and stakeholders, and performing market research across the East African Community. The project's outcome included the development of updated, cost-effective connection material lists, standardized designs, and revised cost structures, ultimately supporting ERA's goal of accelerating electrification through efficient, affordable, and uniform electricity connection practices nationwide.

Consultancy Services to undertake a Technical
Assessment of the State of the Electricity Distribution
Network System for the Period 2005 to 2022. The project involved detailed inspections across Kampala East, Kampala West, and Greater Uganda, evaluating both network assets (poles, conductors, substations, switchgear) and non-network assets (buildings, vehicles, spare parts, and asset management systems). This extensive assessment, which also included a review of land-related issues and culminated in a final certification report, aimed to ensure the distribution system's condition and maintenance were consistent with prudent utility practices, providing a reliable foundation for the transition at the concession's expiry.
