Overall Project Financing: The consultancy services were initiated by the PPDA with financial support from the World Bank to address systemic weaknesses at the contract execution stage within Uganda's public procurement system. The approximate contract value to support this comprehensive 4-week assignment is USD 72,000.

Consultancy Services:  Consultancy for the Development of a National Contract Monitoring Framework and Revision of Contract Management Form (PP Form 49).

Contract Scope:

• Conduct a gap analysis of Uganda's current contract monitoring practices against international benchmarks.

• Design a comprehensive National Contract Monitoring Framework (CMF) with clear monitoring methodologies, performance benchmarks, and institutional responsibility matrices applicable across goods, civil works, consulting services, and non-consulting services.

• Revise PP Form 49 (Parts I-IV) to embed category-specific milestones, quality checkpoints, variation protocols, and payment-linked performance indicators.

• Validate the CMF and the revised Form 49 with selected stakeholders.
